The fund is a registered 501.C.3 organization (ID#52-137224) and as such all contributions are by law tax-deductible.

Since the fund's inception in 1984, the number of awards given each year has been based on the amount of contributions received during the year. In the first year, only two were given. In 2008, 12 awards were made If more money is donated and deserving candidates apply, more awards are given.

Our first awards in 1984 were for $500, then raised to $750. and later $1,500. The Board of Directors voted as of 2008 to make the prize worth $2,000. In 2008, its 25th year, the J. W. Saxe Memorial Fund has made a total of 212 awards to encourage young people in public service.

Throughout the years, the fund has had the same treasurer, Jeffrey Katz, who was a colleague of Jo W. Saxe at the World Bank.
