The fund is a registered 501.C.3 organization (ID#52-137224) and as such all contributions are by law tax-deductible.
Since the fund's inception in 1984, the number of awards given each year has been based on the amount of contributions received during the year. In the first year, only two were given. In 2006, ten awards were made If more money is donated and deserving candidates apply, more awards are given.
In the first year, the award was $500, later $750, now $1,500. As of 2006, nearly 200 awards have been made.
Throughout the years, the fund has had the same treasurer, Jeffrey Katz, who was a colleague of Jo W. Saxe at the World Bank.
